Last US ambassador to the Soviet Union: NATO breaks promise to Gorbatschow not to expand

The US promised General Secretary Mikhail Gorbachev that NATO would not expand further into Eastern Europe after German reunification. Matlock has published extensively on this and is currently one of a fierce critic of US/NATO Ukraine policy.
