The EU Commission's proposal envisages electing Kaja Kallas, the Prime Minister of Estonia, as the European Union's High Representative for foreign affairs. She is in favour of defeating Russia militarily and, ideally, splitting it into several states. The Russian leadership has repeatedly stated that it would not accept such an existential threat and would defend Russia with nuclear weapons if necessary. In mid to late July, MEPs will first vote in the EU Parliament's Foreign Affairs Committee (AFET) and then in plenary on whether to appoint Mrs Kallas or not.

Hans Hedrich, political scientist and environmental, civil rights and peace activist from Romania, calls on European citizens and their parliamentary representatives in Brussels to prevent the election of Mrs Kallas. They should agree on another candidate who wants to end the war as quickly as possible through a ceasefire and multilateral negotiations. At the beginning of June, Hans Hedrich protested in the Romanian capital Bucharest with a poster at the annual meeting of the OSCE Parliamentary Assembly (OSCE PA) against the fact that the Organisation for Security and Cooperation in Europe did not and is not doing enough to secure / reestablish peace and cooperation between Russia and Ukraine. He is in favour of the UN and/or the OSCE convening a multilateral, inclusive, international peace conference as soon as possible. Europe should build on the positive experiences of the Helsinki Conference in 1975 and the Congress of Vienna in 1815 and, after more than 30 years, should finally begin to implement the Charter of Paris.: During Gorbachev's reign, the European states had decided, with the support of the USA, to create a common Europe with equal security for all, for which he received spontaneous approval from many participants. Hans Hedrich: Born in Romania (Transylvania) in 1971, emigrated to Germany in 1990 and studied political science in Munich, while also working in the field of documentary film. He has been working as an environmental and civil rights activist in his native Romania again since 2005. He has been increasingly interested and involved in peace policy campaigns since 2022.
